METAWATER Co., Ltd. (President and Representative Director: Yasushi Nakamura, Head Office: Chiyoda-ku, Tokyo) participated as a representative company in a ceremony on April 7 to commemorate the start of operations of the "Comprehensive Consignment of Arao City Water supply business (Stage 2)." The ceremony was held on the premises of the Corporate Bureau of Arao City, hosted by the project's special purpose company Arao Water Service Co. (President and Representative Director: Takehiko Inamori, Head Office: Arao City, Kumamoto Prefecture, hereinafter "Arao Water Service").

The ceremony was attended by Takao Miyazaki, Enterprise Manager of the Corporate Bureau, Arao City, Keiji Tomiyasu, Director General and General Affairs Manager of the Corporate Bureau of Arao City, Yukihiko Inamori, President and Representative Director of Arao Water Service, Masashi Sakai, Senior Executive Officer and Executive General Manager of PPP Division, and about 30 others.

The project was ordered as comprehensive private consignment under an open competitive proposal method with the aim of maintaining and increasing the quality of water services to the local community through sustainable maintenance of the water supply business in Arao City. "Stage 1" of the project, which ran for five years from April 2016 to March 2021, attracted attention as Japan's first advanced project to comprehensively outsource water and wastewater business to the private sector, including customer service, operation and maintenance of waterworks facilities, construction of waterworks facilities, and crisis management based on BCM^*1. As the representative company, Metawater was entrusted with Stage 1 of the project and will continue to be responsible for the work in "Stage 2" (Project period: April 2021 - March 2026 (5 years)).

"Stage 2" has a broader scope for performance standardization ^*2 than Stage 1. As the representative company participating in the project, Metawater will make use of its experience in numerous Public-Private Partnership projects to ensure the continuation of safe, secure, and stable water and wastewater business, and to maintain and improve services for the local community.

^*1 BCM (Business Continuity Management)
This is a comprehensive business continuity management system that includes continuous improvement activities such as formulation, implementation, operation and review of the BCP (Business Continuity Plan) for business continuity in case of emergency.
^*2 Performance standardization
This is shift from the conventional "specification order" (in which the contractee clearly defines the detailed specifications of the order, the method of implementation, etc.) to a system in which the required level to be achieved is clearly defined and the processes and methods are left to the operator.
