Overview of "Kumamoto Prefectural Ariake/Yatsushiro Industrial Waterworks Operation Project"
This project is the first example in Japan of an industrial water supply business operated under the concession system. The Ariake Industrial Waterworks Project and the Yatsushiro Industrial Waterworks Project (hereinafter referred to as "the Two Projects"), which are operated by the Kumamoto Prefectural Enterprise Bureau, will be managed as a single entity, from water intake to water supply, through a concession system.
The Two Projects face many management challenges, including the ageing of facilities after 40 years since their commencement, and the need to make better use of unused water arising from changes in the industrial structure. From a medium to long-term perspective, it is also necessary to secure funds for future rehabilitation and management costs, as well as to secure and train engineers who have specialist skills and experience.
To solve these problems, it is expected that industrial waterworks projects will be managed sustainably with vitality and ingenuity of the private sector, and by implementing the operation and maintenance and rehabilitation of facilities over the long term in an integrated manner.
